I have 2 eBay accounts. One is an inactive, above standard, individual account since 2012 with updated Managed Payments. The second one is a business account since March 2021 that has never sold anything with updated Managed Payments. Which one should I choose?

There is no need for the eBay business account at this point. Use the individual account with a long history of being opened.
